HEARD will be hosting an Introduction to Health Financing, Costing and Budgeting workshop in August 2010

 

In the course of HEARD’s work, we have found that financing of HIV and health responses is a critical component of a country’s response to the AIDS epidemic.  This has become even more urgent in the current economic climate in which we find ourselves.  HEARD has therefore committed resources to host this workshop which will be delivered by the Centre for Economic Governance and AIDS in Africa (CEGAA), and which aims to provide an introduction to health financing issues, basic costing and budgeting skills. The workshop aims to build capacity within government ministries, National AIDS Councils and regional NGO’s in costing and budgeting.

 

CEGAA undertakes a variety of training and capacity building activities, research projects, and networking, mobilizing and advocacy campaigns in a number of African countries. In the Southern and East African (EA) region, CEGAA has coordinated and provided several training programmes to public officials and civil society organisations. Since its inception, CEGAA has trained up to 300 civil society representatives, 200 government officials and 300 researchers/consultants  in various aspects relating to health financing and budget monitoring.

 

At the same time, CEGAA has extensive experience in undertaking research in health and HIV/AIDS financing, such as costing, budgeting, expenditure management and tracking, financial systems improvement, and thus these experiences add value to its training programmes.

Cost:                        R15 000* per delegate

regional NGO's

Note:

          1.     We can accommodate a maximum of 20 delegates and therefore early registration is advised to secure attendance

          2.     Although closing date is 30 June, bookings will close when 20 applications have been received.

          3.     *The cost is all inclusive, covering full tuition costs, all airport transfers, accommodation and all meals for the complete duration of the course. Excludes flight costs.

 

 

 

CONTENT

  •  Basics of economics, macroeconomics, and fiscal and monetary policies, health, health care, health policy, human resources, health systems
  • Basics of health financing options (to assess development partners’ influence/ agendas/ financing systems/ conditionalities) and aid architecture, harmonisation & alignment.
  • Issues of international, regional and national instruments and policy commitments informing health and HIV/AIDS budgeting and commitments. Sustainable financing sources.
  • Government budgeting systems, budget documents, relevant actors and departments.
  • Costing of health and HIV/AIDS strategic plans and programmes, overview of available tools
  • Developing budgets within set ceilings, implementing and managing these
  • Expenditure tracking techniques – overview of approaches, tools and methodologies, i.e. budget analysis, national health accounts (NHA), national AIDS spending assessment (NASA)
